The Institute for Advanced Sustainability Studies e.V. (IASS) is an international, interdisciplinary center of excellence located in Potsdam, Germany. The IASS is financed by the Federal Ministry of Education and Research and the Federal State of Brandenburg and devoted to promoting science and research for global sustainability, particularly in the areas of climate change, the earth system and the development of new technologies and social pathways to sustainability. As a part of IASS’s research focus on governance, the Ocean Governance team seeks to identify integrative solutions for cross-cutting sustainability issues related to ocean, seas and coastlines within regional seas, and the open ocean in areas beyond national jurisdiction. The IASS, through the Ocean Governance team, is working closely with and advising governmental and intergovernmental institutions on the following research topics:  Advancing innovation in and strengthening governance of ocean and coastal ecosystems  Implementing the 2030 Agenda for Sustainable Development for the Ocean and Coasts  Building and advancing the Partnership for Regional Ocean Governance (PROG)  Developing new forms of governance for areas beyond national jurisdiction  Developing ecological safeguards for deep sea mining

The successful candidate will contribute to the Partnership for Regional Ocean Governance (PROG) and the R&D project “Partnership for Regional Ocean Governance: International Forum to Strengthen Regional Ocean Governance” (PROG-Forum). The PROG-Forum project aims to advance regional ocean governance through the development of a multi-stakeholder dialogue forum of marine regions with representatives of science, civil society and politics. As a cross-sectoral and cross-boundary platform, the PROG-Forum shall further facilitate collective strategies and solutions for key sustainability challenges, and provide input to and exchange with formal policy processes.

Support for the PROG-Forum was jointly pledged by Germany and the EU at the EU-organized “Our Ocean” conference, held in Malta from 5-6 October 2017. The PROG itself was initiated in 2015 by the United Nations Environment Programme (UN Environment), the Institute for Sustainable Development and International Relations (IDDRI), TMG – Think Tank for Sustainability (TMG) and IASS as a platform at the science-policy interface to advance regional cooperation for the conservation and sustainable management and use of marine ecosystems and resources (for more information see: http://www.prog-ocean.org). Previous and current projects of the PROG are concerned with the implementation of SDG 14 in the West Indian Ocean (funded by the Federal Ministry for Economic Cooperation and Development) and the protection of the high seas in the Southeast Atlantic and Southeast Pacific (funded by the International Climate Protection Initiative of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety).
